A Parent’s Guide to the Self-Determination Program (SDP)
The Self-Determination Program (SDP) gives families the freedom to design a plan that truly supports their child’s growth and goals. Here’s what you need to know to get started.
What is the Self-Determination Program?
The Self‑Determination Program is a California initiative launched in 2013. Since July 1, 2021, it has been available to any eligible Regional Center consumer. The idea behind SDP is to give families more control. You receive an individual budget and can choose the providers that best support your child’s goals.
Who is Eligible?
Any regional center consumer with a developmental disability (as defined in the Welfare and Institutions Code 4512) can participate, as long as they:
- Be a Regional Center consumer in Orange County
- Agree to attend an SDP orientation.
- Work with a Financial Management Services (FMS) provider to manage the budget.
- Use the funds only for approved services that support their child’s Individual Program Plan (IPP).
- Do not live in a licensed long-term health care facility.

If You’re Already an SDP Client
Here’s how to connect with our clinic for social groups or therapy services:
- Let your Service Coordinator know you’re interested in our programs.
- The Regional Center will check if our services fit into your child’s IPP and budget.
- Once approved, the Regional Center will reimburse the fee directly to our clinic.
If You’re Not an SDP Client Yet
The process can take up to six months, so it’s good to start early. Here’s what to expect:
- Contact your Regional Center to check eligibility.
- Attend an orientation hosted by the State Council on Developmental Disabilities (SCDD).
- Develop your IPP with your Regional Center, focusing on your child’s goals and the services needed.
- Receive your budget.
- Select a Financial Management Services (FMS) provider to help manage your funds.
- Enroll in services, including our social groups, using your budget.
